The Beginning

The idea of charter schools first emerged from Ray Budde. Budde was a professor at the University of Massachusetts Amerherst in 1974. But it was only adopted in 1988 by Albert Shanker, president of the American Federated of Teachers. Shanker called for the reform of public schools by establishing charter schools to improve the quality of education offered to children.

And a few years later in 1991, Minnesota was the first state to pass a charter school law. Today, there are approximately 6,800 charter schools throughout the country with three million students.
